依托上合组织共建一带一路可行性探析

Exploring the Feasibility of Relying on SCO to Jointly Build the Belt and Road

“一带一路”走过了成绩斐然的十年,将开启下一个十年征程,可考虑以上海合作组织为依托推动共建“一带一路”高质量发展。一方面,二者在合作理念、合作主体、合作地域、合作功能、合作原则以及合作宗旨等方面高度契合,都是中国为世界提供的国际合作平台和国际公共产品,具有协同的可行性;但另一方面,由于上合组织成员国对于“一带一路”倡议的认知、立场和政策存在一定差异,二者协同也存在局限性。可采取适宜的发展路径:一是依托上海合作组织搭建的平台,弘扬“一带一路”的先进理念,有效提升共建国家对于“一带一路”高质量发展的认知度、认可度和参与度;二是与共建国家进行充分的信息交流,建立专题性信息共享体系,促进彼此法律、法规和标准的对接;三是促进二者融合发展,将中国与上海合作组织国家之间的“五通”合作打造成共建“一带一路”高质量发展的典范;四是不断提升上海合作组织成员国安全合作水平,为“一带一路”高质量发展提供安全保障;五是充分利用上海合作组织的人文合作机制,打造“一带一路”高质量发展的国际合作平台和服务体系。

"One belt and one road" has gone through a decade of remarkable achievements and will start the next decade’s journey. We can consider relying on the Shanghai Cooperation Organization(SCO)to promote the high-quality development of "one belt and one road". On the one hand, they are highly compatible in terms of cooperation concept, cooperation subject, cooperation region, cooperation function, cooperation principle and cooperation purpose. They are both international cooperation platforms and international public goods provided by China to the world, and have the feasibility of synergy;But on the other hand, due to the differences in the understanding, position and policy of the SCO member States on the "one belt and one way" initiative, there are also limitations in the synergy between the two. Appropriate development paths can be taken: firstly, relying on the platform set up by the Shanghai Cooperation Organization, promoting the advanced concept of "one belt and one road", effectively enhancing the awareness, recognition and participation of the co-construction countries in the high-quality development of "one belt and one road";secondly, fully exchanging information with the co-construction countries, establishing a thematic information sharing system, and promoting the docking of each other’s laws, regulations and standards;thirdly, promoting the integration and development of the two. We will build the "five links" cooperation between China and the SCO countries into a model of high-quality development of the "Belt and Road";fourthly, we will continuously enhance the level of security cooperation among the SCO member States to provide security guarantees for the high-quality development of the "Belt and Road";fifthly, we should make full use of the cultural cooperation mechanism of the Shanghai Cooperation Organization to create an international cooperation platform and service system for the high quality development of "one belt and one road".
