我国实现双碳目标面临的挑战和应对策略 被引量:2

摘要 确立“双碳”目标后,我国开展了积极行动,包括将“双碳”目标承诺具体化、制定碳达峰的行动方案和政策以及更长远的战略目标、建立全国碳交易市场推动企业减碳降碳等,取得了一定成效。但仍面临巨大的压力和挑战:碳排放总量仍处于增长之中,碳排放降低的不确定性和波动性较大,降碳机制不健全和措施力度不足,能源效率和碳排放效率较低,资源、能源浪费严重等。结合我国的发展实际,解决问题的出路在于:构建人类命运共同体,推动世界共同减碳降碳;增强“双碳”目标意识,推进“双碳”科普工作,积极稳妥推进碳达峰、碳中和;深化能源结构调整,切实提高能源利用效率;挖掘降碳潜力,提高资源循环利用效率;加强技术产品创新,重点降低制造业能源消耗;发挥市场机制作用,激发市场降碳积极性。 After establishing the double carbon target,China has carried out positive actions,including concretizing the commitment to the dual carbon target,formulating action plans and policies for carbon peaking as well as longer-term strategic goals,and establishing a national carbon trading market to promote carbon reduction and lowering of carbon by enterprises,which has achieved certain results.However,we are still facing great pressure and challenges:the total carbon emission is still in growth,the uncertainty and volatility of carbon emission reduction is large,the carbon reduction mechanism is not sound and the measures are not strong enough,the energy efficiency and carbon emission efficiency are low,and the waste of resources and energy is serious.Combined with China’s development reality,the solution to the problem lies in:building a community of human destiny,promoting the world’s common carbon reduction and carbon reduction;enhancing awareness of dual carbon targets,promoting dual carbon science and technology,actively and steadily promoting carbon peaking and carbon neutrality;deepening energy structure adjustment,effectively improving energy utilization efficiency;tapping carbon reduction potential,improving resource recycling efficiency;strengthening technological product innovation,focusing on reducing manufacturing Energy consumption;play the role of market mechanism to stimulate the market to reduce carbon enthusiasm.
