Putting People First for a Better Life Together: Report on Beijing’s Reform for Swift Responses to Public Complaints through Party Building

党的二十大报告指出,增进民生福扯,提高人民生活品质,要着力解决好人民群众急难愁盼问题,不断实现人民对美好生活的向往。北京市坚决贯彻习近平总书记关于北京工作和首都发展的重要指示和系列讲话精神,以群众诉求为驱动,扎实推进接诉即办改革,走出了一条超大城市治理的新路。本文系统回顾了5年来北京党建引领接诉即办改革发展的三个阶段及特点,以五个“坚持”总结北京以接诉即办牵引超大城市治理的具体做法和实践创新。同时,概括、提炼了北京接诉即办改革的成效与经验及其在全国的示范意义与价值。目前,北京接诉即办改革形成了党建引领、主动治理、法治保障、协同共治、科技赋能等共同支撑的崭新城市治理体系,据此并结合党的二十大报告对接诉即办改革未来5至10年的发展提出若干建议。

The report of the 20th National Congress of the Communist Party of China points out that to enhance people’s livelihood and improve their quality of life,we should focus on solving the problems of people’s urgent needs and worries,and continuously realize people’s aspirations for better life.The whole of Beijing has acted resolutely in the spirit of General Secretary Xi Jinping’s important instructions and series of speeches on development in Beijing,and endeavored to adapt to the requirements of the new era,and has persisted with a brand of reform and innovation which is driven by public needs,and taken solid steps to advance the reform for swift responses to public complaints,and open up a new approach to megacity governance.This paper systematically reviews the three stages and characteristics of the reform and development of swift responses to public complaints through Party building over the past five years,and summarizes the Beijing’s specific practices and practical innovations of megacity governance through swift responses to public complaints.At the same time,it summarizes and analyzes the effectiveness and experience of the reform for swift responses to public complaints and its model significance and value in China.At present,Beijing’s reform has formed a new megacity governance system jointly supported by Party building,proactive governance,legal protections,joint contribution,and technology support.Accordingly,in the light of the report of the 20th National Congress of the CPC,this paper puts forward several suggestions for the development of the reform for swift responses to public complaints in the next five to ten years.
