宅基地改革:制度逻辑、价值发现与价值实现

Rural Homestead System Reform: Institutional Logic,Value Discovery and Value Realization

宅基地改革是一项复杂且长期的任务。试点地区在开展宅基地“三权分置”改革时,应关注“价值发现”和“价值实现”两个维度。既要解决价值的“欠账”,提供对新增农村人口的居住保障,延续宅基地制度的福利功能;又要回应乡村的实际需要,探索过去并未发现、或已发现但无法实现的价值。试点地区在“三权分置”探索中已经积累了一定的发现价值和实现价值的经验,下一步,建议继续充分给予地方灵活制定宅基地政策的空间,引导地方探索有效的价值实现路径;更加注重保护集体经济组织的成员权益,进一步合理把握宅基地改革与乡村治理现代化之间的衔接关系。

Homestead system reform is a complex and long-term task.The pilots should pay attention to the dimensions of "value discovery" and "value realization" when carrying out the reform of "three rights separation reform" of homestead.We should not only reimburse the "debt" of the value,provide housing security for the new rural population,and ensure the welfare function of the homestead system;but also respond to the needs of the countryside and explore the values that have not been discovered in the past,and that have been discovered but cannot be realized up to now.The pilots have created and cultivated some experience in discovering and realizing the value with the help of "three rights separation reform".When it turns to the next stage,it’s suggested to allow local governments to formulate homestead policies flexibly and lead them to discover more effective value realization paths.We should pay more attention to protecting the rights and interests of farmers,and coordinating the connection between the homestead reform and rural governance modernization.
