Discussion on Theory of the Construction of Country With Strong Transportation Network in a New Development Stage

研究新发展阶段交通强国建设面临的机遇和挑战,提出交通强国建设应增强整体性、系统性、协同性、稳定性,更加注重以科技创新拓展新发展空间,更加注重交通基础设施网络化和运输服务一体化,形成跨领域、跨区域、全要素、全流程的治理体系;综合运用经济学、管理学、系统论,提出四化(数字化、绿色化、一体化、全球化)驱动和经济社会活动-生态-空间-时间四维协同的交通强国建设理论框架,在此框架下讨论交通强国建设模式,对优化交通基础设施空间布局和形成以跨领域、跨区域、全要素、全流程为特征的交通强国建设制度设计提出具体对策建议。

Into a new development stage,this paper studies opportunities and trends faced by the construction of country with strong transportation network,suggests that the construction should be integrated,systematic,collaborative and stable.It’s important to expand new space with scientific and technological innovation,focus on transportation infrastructure networking and transportation service integration,and build cross domain,cross regional,full factor and full process governance system.Based on theories of Economics,Management and System,theoretical framework of four modernizations(digitization,greenization,integration and globalization)driving and four-dimensional coordination of economic and social activities,ecology,space and time is put forward,construction mode selection is discussed,and suggestions are proposed to optimize the spatial layout of transportation infrastructure and form the system design characterized by cross domain,cross regional,full factor and full process.
