摘要
本文针对货车分车型差异化收费方案进行研究,以昭通至水富高速公路为研究对象,调查高速公路及其平行老路的各车型交通量,并设计货车出行意向问卷,调查不同折扣率下货车司机出行路径选择意向。根据调查数据,建立基于二项logit模型的货车出行路径选择意愿预测模型,测算不同差异化折扣率下高速公路增量交通量;结合高速公路收费标准,测算高速公路存量交通量通行费损失额和增量交通量通行费收入增加额,得到实施不同差异化折扣率后各类货车的通行费收入变化情况。研究结果表明:1~6类货车在实施不同差异化折扣率后,1~5类货车通行费收入均减少,而6类货车通行费收入均增加,且在70%折扣率的时候,通行费收入增加最大。因此,建议对6类货车实施70%差异化折扣率,从而实现“量费齐增”的最优化结果,为制定货车分车型差异化收费方案提供科学合理的依据。
This paper conducts research on the differentiated charging scheme of different trucks,takes Zhaotong-Shuifu highway as the research object,investigates the traffic volume of different trucks on the highway and its parallel old roads,and designes a truck travel intention survey to investigate the willingness of truck drivers to go highway at different discount rates.According to the survey data,this paper uses travel route selection model to measure the incremental traffic volume of the highway under different discount rates,and uses the highway toll standard to calculate the toll loss of the stock traffic volume of the highway and the increase of the incremental traffic volume toll income to obtain the changes in the toll income of different trucks after the implementation of different discount rates.The results of the study show that after the implementation of different discount rates for 1-6 types of trucks,the toll incomes of 1-5 types of trucks will be reduced;while the toll incomes of sixth type of trucks will be Increase,and at the 70%discount rate,the sixth category truck toll income will increase to the maximum.Therefore,it is recommended to implement a 70%differentiated discount rate for sixth category truck to achieve the optimal result of"increasing traffic volume and toll income",and provide a scientific and reasonable basis for formulating differentiated charges schemes for different trucks.
