跨区域应急协同治理的财政进路——以对口支援为切入点

Financial Approach to Coordination Governance of Cross-region Emergency——with Counterpart Support as the Entry Point

作为突发事件跨区域应急治理的重要实践形式,中央政治动员下的对口支援机制实现了财政资源的横向府际流动。然而,政策工具定位的对口支援有待法律层面的正式认可,临时性的财政安排需要理顺权责分配和重视制度激励,应急治理实践形式亟需纳入规范轨道。跨区域应急治理有必要厘清其内在的理论逻辑,具体可从三个层面进行展开,即宏观层面的价值目标与主体关系,中观层面的权责分配与制度供给以及微观层面的成本收益与利益协调。协同理论作为一种多元主体共同参与的治理模式,可为突发事件下的跨区域应急治理活动提供有效的理论支撑。跨区域应急治理应当基于结构、战略、执行相互作用的“组织—规则—行动”的协同框架设计,财政进路的构建有助于实现跨区域应急协同治理的组织化、规范化及制度化。

As an important practical form of cross-regional emergency governance for emergencies,the counterpart support mechanism under central political mobilization has realized the horizontal inter-government flow of emergency financial resources.However.the counterpart support for the positioning of policy tools has always lacked formal recognition at the legal level,and temporary financial arrangements are prone to ambiguity of powers and responsibilities and conflicts of interest.The form of emergency governance with flaws of legitimacy urgently needs to be brought into the track of the legal system.Trans-regional emergency governance needs to clarify its inherent legal logic.which can be carried out from three levels: macro-level value objectives and subject relations.meso-level power and responsibility allocation and institutional supply.and microlevel cost-benefit and benefit coordination.As a governance model in which multiple entities participate together,the synergy theory can provide effective theoretical support for cross-regional governance activities under emergencies.Cross-regional emergency governance should be based on the coordination framework of “organization-rule-action” in which structure.strategy.and implementation interact with each other,so as to realize the organization,standardization and institutionalization of cross-regional coordinated emergency financial governance by means of finance approach.
