Institutional Logic and Optimization of Ecological Security

生态是否安全,关键取决于人类采取什么样的行为。利用GZ省SL村与QLS公园的案例研究表明,失效的制度安排让人类过度利用生态资源,导致生态危机;相反,有效的制度安排协调人类行为,有利于生态保护,实现生态安全。优化生态安全的制度体系,不仅要重视法律法规、规章条例等正式制度安排的设计;而且要加强习惯习俗、大生态观、绿色消费观、生态道德等非正式制度的建设;同时要理顺多部门、上下级、多主体等之间的协同实施机制。

Whether ecological security is achieved depends critically on what kind of behavior humans adopt.The cases study of SL Village and QLS Park in GZ Province shows that the ineffective institutional arrangements make humans overuse ecological resources.leading to ecological crisis;on the contrary.effective institutional arrangements coordinate human behavior.which is conducive to ecological protection and ecological security.To optimize the system of ecological security.we should not only pay attention to the design of formal institutional arrangements such as laws and regulations.rules and regulations;but also strengthen the construction of informal institutions such as customs.macro ecological concept.green consumption concept and ecological morality;and at the same time.we should rationalize the collaborative implementation mechanism among multiple departments.superiors and subordinates.and multiple subjects,etc.
