环保事权改革、产业结构动态变迁与绿色全要素生产率——基于2009—2019年省级面板数据的实证检验

Environmental Protection Authority Reform,Dynamic Changes in Industrial Structure and Green Total Factor Productivity:An Empirical Test Based on Provincial Panel Data from 2009-2019

绿色低碳高质量发展已成为中国未来经济发展的主基调。本文利用30个省级单位2009—2019年期间的年度数据,检验了环保事权改革、产业结构动态变迁对绿色全要素生产率的影响。研究结果表明:(1)事权改革、产业结构高级化显著改善了绿色全要素生产率,稳健性检验证实了结论的可靠性,但影响效应在区域经济总量上存在一定的异质性。(2)事权改革与产业结构高级化存在协同效应,与产业结构合理化的协同效应不显著。(3)单位产值能耗降低可以有效解释事权改革、产业结构高级化改善绿色全要素生产率的内在机制。本文研究结论为进一步完善环保事权改革,加强事权改革与产业结构高级化的协同效应提供了决策依据。

Green,low-carbon,and high-quality development have become the keynote of China’s future economic development.Using annual data from 30 provincial units for the period 2009-2019,this paper examines the effects of environmental protection authority reform and dynamic changes in industrial structure on green total factor productivity.The findings show that:(1)The authority reform and advanced industrial structure significantly improve green total factor productivity,and the robustness test confirms the reliability of the findings,however,there is some heterogeneity of the impact effect in terms of regional economic aggregates.(2)There is a synergistic effect between authority reform and advanced industrial structure,and the synergistic effect with industrial structure rationalization is not significant.(3)The reduction of energy consumption per unit of output value can effectively explain the intrinsic mechanism of authority reform and advanced industrial structure to improve green total factor productivity.The findings of this paper provide a basis for decision-making to further improve environmental protection authority reform and strengthen the synergistic effect of authority reform and advanced industrial structure.
