The Acceleration of Building Open Science Ecosystem:Reporton the Development of Overseas Academic Journal Publishing in 2022

本报告系统梳理2022年419篇海外学术期刊出版理念与实践的相关论文、报告和文章,以“环境-制度-实践”为框架,通过Nvivo11计算机辅助质性数据分析软件进行三轮编码,来展现开放科学背景下海外学术期刊出版全景。研究发现,海外学术期刊出版界正从产业、技术、社会环境上构建开放、共享、公正、可信的开放科学生态,并在制度与实践层面进行相应建设与创新。第一,海外学术出版商商业整合和并购加速,转向为深度嵌入研究全过程的服务平台。作为重要驱动引擎的基础设施不断完善,数据共享、跨平台协作式基础设施以及文化规范重要性愈加凸显,共同推动学术期刊从结果开放走向过程开放。第二,开放科学制度建设力量不断扩充,各国开放科学新政加速出台,制度化进程全面提速,交易制度、学术评价体系逐步规范化。第三,海外学术期刊出版商以改进工作流和服务科研范式变革为核心展开实践,共同推进学术期刊开放科学生态系统构建。

Under the theoretical framewqrk of"environment-policy-practice",this report systematicly reviews 419 papers,reports and articles related to the concept and practice of scholarly publishing in overseas academic journals in 2022,by conducting three rounds of coding analysis through Nvivo11,the computer assisted qualitative data analysis software.Firstly,academic publishers abroad have accelerated business consolidation,mergers and acquisitions,deeply embedding into the whole process of research service plaform.As an important driving engine,infrastructure continues to improve,as data sharing,collaboration-based Infrastructure and cultural norms are becoming more and more important to jointly promote academic journals from open results to open processes.Secondly,new policies for open science have been initiated at a faster pace in various countries,and the process of institutionalization has been accelerated.Trading systems and academic evaluation systems have been grad ually standardized.And thirdly,overseas academic journal publishers carry out practice with the core ofimproving workflow and serving the transformation of scientific research paradigm,and jointly promote the construction of open science ecology.
