摘要
为适应国家对于科研经费管理日趋规范化、科学化的需要,提升科研院所精细化管理水平,科研财务助理制度的建设迫在眉睫。通过在项目全生命周期各个阶段设置科研财务助理岗位,按照“按需设岗、依法用工、规范管理”的原则,选拔符合条件的人员担任科研财务助理,并履行相应的职责与义务。在该运行机制下,结合科学的考核激励,能够使科研财务助理主动服务于科研经费管理,极大激发岗位人员的活力,切实发挥科研财务助理制度的优势。
In order to meet the needs of the state for the increasingly standardized and scientific management of scientific research funds, and to improve the fine management level of scientific research institutions, the construction of the scientific research financial assistant system is imminent. By setting up scientific research financial assistant posts at all stages of the whole life cycle of the project, qualified personnel are selected to serve as scientific research financial assistants and perform corresponding duties and obligations in accordance with the principle of "setting posts as required, employing according to law and standardizing management". Under this operating mechanism, combined with scientific assessment and incentive, the scientific research financial assistant can actively serve the scientific research fund management, greatly stimulate the vitality of the post personnel, and effectively give play to the advantages of the scientific research financial assistant system.
