海岸带陆海统筹“双评价”辅助决策信息系统设计与实现

摘要 海岸带地区的发展引发了一系列的资源环境问题,对海岸带地区进行灵活高效的“双评价”已成为政府决策和专业研究的迫切需要。本文秉承生态优先、因地制宜、简便易行的评价原则,基于土地资源、水资源、气候、环境、生态、灾害等多源异构数据,采用GDAL开源库与GIS信息技术,按照《资源环境承载能力和国土空间开发适宜性评价技术指南》中的评价方法,建立空间分析计算模型,设计并实现海岸带“双评价”系统。该系统利用评价模型实现了对单要素资源环境数据、多要素资源环境数据进行叠加、运算、评价、成图以及不同尺度的评价成果展示等。以津冀辽海岸带地区为例,开展相关评价。研究结果表明,该系统评价结果准确,计算效率是人工评价的3~5倍,可为开展资源环境管理和国土空间规划工作提供技术支持和科学支撑。 The development of the coastal zone has caused a series of resource and environmental problems,the flexible and efficient“double evaluation”of the coastal zone has become an urgent need for government decision-making and professional research.This paper adheres to the evaluation principles of ecological priority,adapting measures to local conditions,and simplicity,based on multi-source heterogeneous data such as land resources,water resources,climate,environment,ecology,and disasters,adopts GDAL open source library and GIS information technology,according to the evaluation method in the Technical Guidelines for Evaluation of Resource and Environmental Carrying Capacity and Suitability Evaluation of Land Space Development,establishes a spatial analysis and calculation model,designs and implements a“double evaluation”system for coastal zones.The system uses the evaluation model to realize the superposition,calculation,evaluation,mapping of single-element and multi-element resource and environmental data,as well as the display of evaluation results at different scales.Taking the Tianjin-Hebei-Liaoning coastal zone as an example to carry out relevant evaluation,the results show that the evaluation results of the system are accurate,and the calculation efficiency is 3-5 times that of manual work.The system can provide technical support and scientific support for resource and environmental management and land space planning.
