京津冀城市群创新效率及其影响因素的实证分析 被引量:6

An Empirical Analysis of Innovation Efficiency and Its Influencing Factors in Beijing-Tianjin-Hebei Area

摘要 创新是城市高质量发展的重要驱动力,分析城市群创新效率及其影响因素可为促进我国城市高质量发展提供参考。研究发现,京津冀地区总体科技创新发展势头良好,但尚未达到区域创新效率的有效状态;北京市的创新效率较高,其他城市整体处于相对中等水平,个别城市创新效率较低;京津冀地区劳动力与经济要素的空间分布不均衡,经济发展、投资环境及创新资源呈现以北京市、天津市为主导的中心化结构;劳动力质量、经济增长水平、对外开放程度与创新效率显著正相关,劳动力就业密度与创新效率显著负相关,政府支持力度对创新效率的影响不显著。为进一步提高京津冀地区创新效率,需要深入推进区域协调发展战略,促进劳动力、资本、技术等创新资源要素的自由流动;缩小地区间公共服务差距,破除人才流动壁垒;加大政策对创新项目的扶持力度,促进项目的落地与发展;重视基础学科建设,完善产学研一体化人才培养机制。 Innovation is an important driving force for the high-quality development of cities,analyzing the innovation efficiency of urban agglomeration and its influencing factors can promote the development of cities in China and provide reference for high-quality development.The results showed the overall innovation efficiency in the Beijing-Tianjin-Hebei area is good,but it doesn’t achieve effectiveness.Beijing has the highest innovation efficiency,the others are relatively medium.The distribution of population economic factors in the Beijing-Tianjin-Hebei Area are not balanced,and it presents a centralized structure dominated by Beijing and Tianjin.Labor quality,economic growth level,and opening to the outside world are significantly positively correlated with innovation efficiency;the density of employed labor is significantly negatively correlated with innovation efficiency;and the impact of government support on innovation efficiency is not significant.In order to improve the innovation efficiency,it is necessary to deeply promote the regional coordinated development strategy;to promote the free flow of labor,capital,technology and other innovative resources;to support innovative projects,and to strengthen the talent training.
