村庄公共服务设施配置标准与现状差异性研究——以河北省易县为例

Study on the Differences between Provision Standards and Present Situation of Village Public Service Facilities——Taking Yixian County,Hebei Province as an example

为适应乡村地区经济发展和生活需求的变化,河北省相继出台了多个村庄公服设施配置标准,但由标准向实践转化中出现了差距与困境。文章通过梳理分析河北现行村庄公服配置标准和易县村庄公服设施现状建设情况,探究配置标准与现状建设差异的本质原因,即“重必配轻选配”“重量化轻弹性”“重规划轻监督”三大核心问题,并从配置思路、分类方式、管控制度四个方面提出优化建议,加强标准的规划指导性和落地性,以期为其他地区公服设施配置标准指导建设提供参考意见。

In order to adapt to the changes in economic development and living needs in rural areas, Hebei Province has successively issued a number of standards for the provision of public service facilities in villages, but there are gaps and difficulties in the transformation from standards to practice.By comparing and analyzing the current provision standards of village public service facilities in Hebei Province and the current construction situation of village public service facilities in Yixian County, this paper illustrates the essential reasons for the difference between provision standards and current construction situation, namely "emphasis on necessary elements and neglect of optional ones", "emphasis on quantitative indicators and neglect of flexibility ones" and "focusing on planning and ignoring supervision" three core issues. Then it puts forward optimization suggestions from three aspects: provision concepts, classification methods, and management rules to enhancing the instruction and implementation of the standards, in order to provide reference for the provision standard construction of public service facilities in other regions.
