党的十八大以来国家粮食安全实践研究

THE PRACTICE OF NATIONAL FOOD SECURITY SINCE THE 18TH NATIONAL CONGRESS OF THE COMMUNIST PARTY OF CHINA

研究党的十八大以来的国家粮食安全实践,为继续走好中国特色粮食安全之路、坚实支撑新时代新征程党的中心任务提供参考借鉴,并为世界贡献国家粮食安全治理的中国方案。在文献回顾的基础上,从理论渊源、核心内涵和关键把握三个方面揭示了党的十八大以来国家粮食安全实践的理论内蕴。进一步地,从国家粮食安全新战略的实施、国家粮食安全治理体系的完善、国家粮食安全保障能力的提升、全球粮食系统风险的应对四个角度梳理了近十年国家粮食安全的实践探索,进而为新时代新征程的国家粮食安全保障和其他国家的粮食安全治理提供经验:坚持以维护人民利益为根本目标,坚持以自力更生为基本方针,坚持以完善治理体系和能力体系为实现路径,坚持以共建人类命运共同体为最终期望。

The study of national food security practice since the 18th National Congress of the Communist Party of China provides reference for continuing the road of food security with Chinese characteristics, firmly supporting the central task of the Party in the new era and new journey. It will also contribute Chinese program of national food security governance for the world. On the basis of literature review, it reveals the theoretical connotations of national food security practice since the 18th National Congress of the Communist Party of China from three aspects: theoretical origin, core connotation and key grasp. Further, the practice and exploration of national food security in the past decade are summarized from four perspectives: the implementation of the new national food security strategy, the improvement of the national food security governance system, the enhancement of the national food security capability, and the response to the global food system risks. Finally, it provides experience for the national food security in the new era and new journey as well as food security governance in other countries: adhering to the fundamental goal of safeguarding the people interests, adhering to the basic principle of self-reliance, adhering to the realization path of improving the governance and capacity system, adhering to the ultimate expectation of the community with a shared future of mankind.
