湖南港口资源配置分析及整合对策研究

Research on the Allocation and Integration of Port Resources in Hunan Province

运用C-D生产函数对湖南港口资源投入-产出状况进行分析,考察港口资源利用现状。发现一城多港竞争无序、港航龙头企业虚位、港口企业整合滞后于港口行政改革是湖南港口资源配置中存在的主要问题。遵循政府与市场相结合、国有民营港口分类整合、统筹规划分类实施的原则,在组织领导、优化港口功能布局、明确资源整合主体和港产城联动发展等方面提出了相关对策。

Using C-D production function,this paper analyzes the input-output status of port resources in Hunan province and investigates the utilization status of port resources.It is found that the main problems in the allocation of port resources in Hunan are the disordered competition of one city with many ports,the empty position of leading port and navigation enterprises,and the lag of port enterprise integration in port administrative reform.Following the principles of the combination of government and market,classification and integration of state-owned and private ports,and classification and implementation of overall planning,relevant countermeasures are put forward in terms of organization and leadership,optimization of port function layout,clarifying the main body of resource integration and the joint development of port,industry and city.
