论甘肃主导产业排序及“专精特新”工业企业集群的打造对策

On the Ranking of Leading Industries in Gansu Province and Building Countermeasures for Specialization,Refinement,Specialty and Innovation of Industrial Enterprise Clusters

党的十八大以来,围绕培育经济实体、培育质量优势、打造企业集群和产业集群的问题,党中央提出了大力发展“专精特新”中小企业的新战略,核心是要通过培育新兴经营主体和壮大企业集群,为经济高质量发展提供强大的支撑条件。打造企业集群既直接影响产业集群的形成,也影响园区建设水平和区域经济整体实力的提高,是非常重要的区域经济发展主导战略形式。根据甘肃省的省情,不论是实施“四强行动”,还是给经济发展赋能,都要把企业工作放在突出位置。打造甘肃的“专精特新”中小企业集群,必须以建立现代工业体系为目标,创新工业产业目录,坚持城乡同步发展的产业振兴战略。

Since the 18th CPC National Congress,focusing on the problems of cultivating economic entities,taking quality advantages,building enterprise clusters and industrial clusters,the Central Committee of the CPC has put forward the new strategies of vigorously developing small and medium-sized enterprises featured specialization,refinement,specialty and innovation,which core is to foster new business entities and expand enterprise clusters to provide strong supporting conditions for high-quality economic development.Building enterprise clusters not only directly affects the formation of industrial clusters,but also affects the level of park construction and the overall strength of regional economy.It is a very important leading strategic form of regional economic development.According to the provincial conditions of Gansu,whether the“Four Strong Action”is implemented or economic development is empowered,we must give priority to the work of enterprises.To build the small and medium-sized enterprise clusters of Gansu Province,we must take the establishment of modern industrial system as the goal,innovate the catalogue of industries,and adhere to the industrial revitalization strategies of synchronous development of urban and rural areas.
