摘要
在海上丝绸之路倡议和新常态经济发展模式的影响下,如何提高港口绩效一直是港口企业实现高质量发展的关键问题之一。为了找到港口发展的瓶颈并采取针对性的措施进行改良,在考虑港口生产过程的基础上将其划分为生产作业和盈利转化两个子系统,并建立了两阶段DEA模型,对2016至2018年间我国8个海上丝绸之路沿线港口的两阶段效率和整体效率进行了测度研究。最后分析了各个港口提高总效率的改良途径。结果表明,大多数沿线港口生产作业效率呈现上升趋势,收益转化效率呈现下降趋势。
Under the impact of the maritime Silk Road initiative and the new normal economic development model,improving port performance has always served as one of the several critical problems for China′s port enterprises to achieve high-quality development. In order to find the bottleneck of port development and take targeted measures for improving,the port production process was divided into two subsystems:production operation and profit conversion,and the two-stage DEA model was constructed to measure the two-stage efficiency and overall efficiency of eight ports along the maritime Silk Road from 2016 to 2018 in China. Finally,the optimization method for raising the total efficiency of each port was also proposed. The result shows that the production efficiency of most ports along the route presents an upward trend,while the efficiency of revenue conversion indicates a downward trend.
