新时代公立医院党建和业务工作融合发展的机制研究

Mechanism of Party building integrated with hospital governance in public hospitals in the new era

党的二十大对新时代新征程上推进健康中国建设作出了新的战略部署,卫生健康工作和公立医院党建工作得到前所未有的重视。中共中央办公厅印发的《关于加强公立医院党的建设工作的意见》,明确公立医院实行“党委领导下的院长负责制”。相关实践和理论研究均取得积极进展,但较少涉及党组织融入医院治理的过程和路径研究。本文通过问卷调查和访谈,揭示党建和业务工作融合发展存在的问题,从动力机制、决策机制、运行机制和监督机制四方面分析原因,在此基础上探索党的领导融入公立医院治理结构的路径,为推进公立医院高质量发展打下基础。

The Party’s 20thNational Congress made a new strategic plan for promoting the building of a healthy China on the new journey in the new era. Therefore, unprecedented attention was paid to the work of health care and Party building in public hospitals. The Opinions on Strengthening Party Building in Public Hospitals issued by the General Office of the CPC Central Committee clarified the implementation of president accountability system under the leadership of the Party committee in public hospitals. Both practical and theoretical research has made positive progress, but less research has been conducted on the process and path of integrating Party organization building into hospital governance. By questionnaires and interviews, this paper revealed the problems in the integration of Party building and hospital service businesses, and analyzed the causes from four aspects: motivation mechanism, decision-making mechanism, operation mechanism and supervision mechanism. On this basis, it explored the path for integrating Party leadership into the governance structure of public hospitals so as to lay the foundation for promoting the high-quality development of public hospitals.
