摘要
市民终身学习监测是学习型城市建设的重要组成部分,市民终身学习监测可以为构建服务全民的终身学习体系提供重要依据,也是提升国家人力资源水平的重要助力。上海市“十三五”期间设立的教育综合改革项目“市民终身学习需求与能力监测研究”,通过近九年的理论研究与实践探索,积累了初步的经验与教训。对开展市民终身学习监测的缘由、市民终身学习监测的内涵、市民终身学习监测的主体与客体等基本问题进行实践探索与总结梳理,不仅有助于市民终身学习监测在“十四五”期间的深化推进,更有助于市民终身学习监测研究的辐射推广,促进我国学习型城市建设,构建更加完善的服务全民的终身学习体系。
Citizen lifelong learning monitoring is a crucial component of constructing a learning city. Citizen lifelong learning monitoring can not only provide an important basis for building a lifelong learning system serving the whole people but also help to improve the level of national human resources. The comprehensive education reform project "Research on Citizen Lifelong Learning Demand and Ability Monitoring" set up in Shanghai during the 13th Five-Year Plan Period has accumulated preliminary experience and lessons through nearly nine years of theoretical research and practice. The exploration and review of basic issues including the reasons for carrying out citizen lifelong learning monitoring, the connotation of lifelong learning monitoring, the subject and object of lifelong learning monitoring, will contribute not only to the deepening of lifelong learning monitoring of citizens during the "14th Five-Year Plan", but also to the popularization of lifelong learning monitoring research, facilitate the construction of learning cities in China, and serve a better lifelong learning system for the whole people.
