近年来,我国司法鉴定行业涉及鉴定事项乱收费、鉴定技术标准采用不规范、鉴定意见准确性无法确定等问题的投诉越来越多,各地司法鉴定机构往往将此类委托事项以疑难、复杂、特殊鉴定事项为由,来向委托人和当事人解释说明。但长此以往不仅损害了当事人的合法权益,也导致了司法鉴定行业公信力下降。为了能更好地推进司法改革,改善司法鉴定乱象,出台全国统一的疑难、复杂、特殊鉴定事项的认定标准函待关注并解决。鉴于司法鉴定执业领域涉及范围和专业的庞杂性,本文从文件鉴定的角度出发,进一步对疑难、复杂、特殊鉴定事项的界定进行讨论。

There are more and more complaints in the forensic appraisal industry involving arbitrary charges for appraisal matters,non-standard adoption of appraisal technical standards,and uncertainty about the accuracy of appraisal opinions.Forensic appraisal institutions in various places often regard such entrusted matters as difficult,complex,and special appraisal matters to explain to the client and the parties in our forensic identification industry.But in the long run,it has not only damaged the legitimate rights and interests of the parties,but also led to a decline in the credibility of the judicial authentication industry.In order to better promote judicial reform and improve the chaos of forensic identification,the introduction of unified national identification standards for difficult,complex and special identification matters requires urgent attention and resolution.In view of the complexity of the scope and specialties involved in the field of forensic identification,this paper further discusses the definition of difficult,complex and special identification matters from the perspective of document identification.
