The Chinese-style Modernization and Industrial Workforce Development:The Proposition of the Times and the Mission of TVET

建设一支高素质产业工人队伍是中国式现代化新征程中牢固国内物质基础的重要保障。当前我国产业工人队伍建设已进入质量深化与制度保障新阶段,职业教育在这一建设过程中发挥了强大的人力资本提升作用。面向中国式现代化建设的新征程,我国要注重产业工人物质生产与精神文明相协调,进一步打通学历与技能体系,推动产业工人无边界职业生涯发展,建立新时代工人文化。职业教育在其中要强化作为教育类型的属性,实现高端化、普惠化、区域化、文化化。为此,应构建适应经济社会发展的现代职业教育体系,大力发展职业本科,形成“一域一策”区域职业教育发展模式,优化职业教育服务机构公共服务。

Building a high-quality industrial workforce is an important guarantee for a solid domestic material foundation in the new journey of building Chinese path to modernization. At present, the construction of China’s industrial workers team has entered a new stage of quality deepening and system guarantee. TVET plays a powerful role in enhancing human capital in this construction process. Facing the new journey of building Chinese path to modernization, we should pay attention to the coordination of material production and spiritual civilization of industrial workers, further open up the system of education and skills, promote the development of industrial workers’ borderless career and establish a new era of workers’ culture. TVET in which should strengthen its attributes as a type of education and realize high-end, universal, regional and cultural. In this regard, we should build a modern TVET system that can adapt to economic and social development, vigorously develop vocational undergraduate programs,form a "one-region, one-policy" regional TVET development model, and optimize the public services of vocational education service institutions.
