技能型社会视域下企业在高技能人才队伍建设中的主体地位及实现路径

加强高技能人才队伍建设是一项复杂的社会系统工程,需要政府、行业企业、职业院校及其他社会组织共同发力,尤其要发挥企业的主体作用。企业在高技能人才队伍建设中的主体地位源于经济社会转型发展的现实之需,亦是其履行社会责任的必然之要,体现了高技能人才的成长之道。当前,由于现有体制机制难以有效保障企业利益诉求、现有激励政策难以激励企业参与办学、人力资源结构性矛盾诱发企业的急功近利,导致企业在高技能人才队伍建设中的主体作用尚未得到充分发挥。在建设技能型社会、建成社会主义现代化国家的新征程中,若要充分发挥企业在高技能人才队伍建设中的主体作用,为现代化强国建设提供人才支撑,必须深入推进校企合作机制创新、加快完善校企合作激励政策、强化企业的社会责任担当。

Strengthening the construction of high-skilled talents is a complex social system project, which requires the joint efforts of the government, industry enterprises, vocational colleges and other social organizations, especially the main role of enterprises. The dominant position of enterprises in the construction of high-skilled talents stems from the reality of economic and social transformation and development, and is also an inevitable necessity for them to fulfill their social responsibilities, reflecting the growth of high-skilled talents. At present, the existing system and mechanism are difficult to effectively guarantee the interests of enterprises, the limitations of the existing incentive policies are difficult to motivate enterprises to participate in running schools, and the structural contradictions of human resources induce enterprises to rush for quick success and instant benefit. As a result, the main role of enterprises in the construction of high-skilled talents has not been fully played. In the new journey of building a skill-based society and building a modern socialist country, if we want to give full play to the main role of enterprises in the construction of highly skilled talents and provide talent support for the construction of a modern country, we must deeply promote the innovation of school-enterprise cooperation mechanism, accelerate the improvement of school-enterprise cooperation incentive policies, and strengthen the social responsibility of enterprises.
