New Trend in Japan’s Economic Security Strategy and its Impact on China

近年来,日本政府从法律、制度、组织机构和对外合作等多个层面强化经济安保施策力度,增设专门化组织机构,构建一元化领导体制,完善法律化保障体系,强化双向化管制机制,不断提升经济安保在国家安保战略中的地位。2022年5月,日本《经济安全保障推进法》获得通过,标志着日本经济安全保障战略体系构建迈入新阶段。日本经济安全保障战略的新动向,一方面源于日本维持高技术优势的考量,另一方面也和国际经济格局变化等外部因素密切相关。

In recent years,the Japanese government has strengthened its economic security policy from the legal,institutional,organizational and foreign cooperation levels.It has established specialized organizations,built a unified leadership system,improved the legal security system,strengthened the two-way control mechanism,and continuously promoted the position of economic security in the national security strategy.Recently,the promulgation of Japan’s economic security promotion law marks a new stage in the construction of Japan’s economic security strategic system.The new trend in Japan’s economic security strategy originates from Japan’s consideration of maintaining high-tech advantages.Meanwhile,it is closely associated with external factors,such as changes in the international economic structure.China should pay full attention to its impact on trade,technology,industrial chain and respond actively.China should implement the overall national security concept,strengthen the autonomy of science and technology,and expand the cooperation of China and Japan.
