指挥与控制组织结构模型研究

Command and control organizational structure model

针对传统指挥与控制组织结构模型中存在的系列问题,提出新的指挥与控制组织结构模型.该模型按组织元素、组织关系与组织流程对指挥与控制组织结构进行建模.其中组织元素以对抗敌方作战体系为牵引,将我方作战体系划分为中心指挥单元与边缘作战单元.组织关系划分为指挥关系、控制关系、保障关系、信息交互关系、杀伤关系与杀伤链.组织流程划分为决策和评估两部分.通过上述指挥与控制组织结构模型,可以有效刻画指挥与控制组织结构参与作战的作用过程与作战机理,具有科学性、合理性和实践性.

Aiming at a series of problems existing in the traditional command and control(C2)organizational structure model,a new C2 organizational structure model is proposed.The model models the C2organizational structure according to organizational elements,organizational relationships and organizational processes.To counter the enemy combat system,the organizational elements of our combat system are divided into centre command unit and edge combat unit.Organizational relationships are divided into command relationship,control relationship,logistic relationship,information interaction relationship,kill relationship and kill chain.The organizational processes are divided into two parts:Decision-making and evaluation.The above C2 organizational structure model can effectively describe the action process and combat mechanism of C2 organizational structure participating in combat,which is scientific,reasonable and practical.
