海南自贸港贸易便利化创新发展路径研究

An Innovative Development Path of Trade Facilitation of Hainan Free Trade Port from the Perspective of International Advanced Experience

贸易便利化是海南自贸港建设中的关注点,美国、新加坡和迪拜等全球典型自贸区(港)贸易便利化的制度实践可以为海南自贸港建设提供经验。目前,海南通过建设国际贸易“单一窗口”、优化贸易便利化软环境、实行货物贸易“零关税”等,推进贸易便利化制度创新,逐步彰显政策优势。未来,海南自贸港应继续深化制度集成创新、优化营商政务环境、加强信息化建设和推进“三智海关”建设、完善口岸基础设施建设和科学布局港口功能。

Trade facilitation has become the focus of the construction of Hainan Free Trade Port,the specific system practices of trade facilitation in typical global free zones(ports) such as the United States, Singapore and Dubai have provided experience for the development of trade facilitation in the construction of Hainan Free Trade Port. Hainan has done in the construction of trade facilitation, including the construction of a“single window”for international trade, the continuous optimization of the soft environment for trade facilitation, and the“zero tariff”characteristics of trade in goods. In the future, Hainan Free Trade Port should continue to deepen system integration and innovation, optimize business and government environment, strengthen informatization construction and promote the construction of "three smart customs", improve port infrastructure construction and scientific layout the port function.
