摘要
近年来,中国做出了低碳经济发展和垃圾资源化处理的战略要求,社区环境治理理念也逐渐兴起。而当前垃圾回收的前端工作不细化、不规范的问题日益突出,因此,加强社区居民进行垃圾分类的监管十分紧迫。本文将从政府、社区以及居民三个主体入手,运用静态博弈纳什均衡、混合策略纳什均衡、动态博弈决策树、演化博弈模型等博弈论方法分析垃圾回收市场不同主体间的监管问题。博弈结果表明,要进一步提高居民的环保意识,加强政府及社区监管和违规惩罚措施,多方主体共同努力才能较好落实垃圾分类回收机制。
In recent years, China has made strategic requirements for the development of low-carbon economy and waste resource treatment, and the concept of community environmental governance has gradually sprung up.At present, the front-end work of waste recycling is not detailed and standardized. Therefore, it is urgent to strengthen the supervision of waste classification by community residents. This paper will start with the three subjects of government, community and residents, and use the game theory methods of static game Nash equilibrium, mixed strategy Nash equilibrium, dynamic game decision tree and evolutionary game model to analyze the supervision problems among different subjects of waste recycling market. The game results show that only by further improving residents’ awareness of environmental protection, strengthening government and community supervision and punishment measures for violations, and the joint efforts of multiple subjects,can we better implement the waste classification and recycling mechanism.
