我国团体标准发展概况及问题探讨

The General Situation and Investigation of Association Standards in China

本文对我国团体标准的发展现状进行了概述,指出了目前团体标准存在质量参差不齐、内容重叠、应用不足等方面的问题,并结合笔者的工作经验,提出了规范标准制修订程序、提升标准化技术能力、扩大和多样化编制组成员、加强标准发布机构间协调、做好标准顶层设计、做好标准立项前实施应用计划、编制中加强宣传、发布后开展全方位推广等一系列解决措施及建议。

This paper summarizes the development status of association standards in China, and points out the problems of uneven quality, overlapping content and insuffi cient application of association standards. It puts forward a series of suggestions to solve these problems, mainly including standardizing procedures, expanding and diversifying the members of the drafting team, strengthening the coordination of standard issuing agencies, enhancing the top-level design of standards, developing the implementation plan before project approval, strengthening the publicity during standards development and promoting standards in an all-round way after publication.
