Interpretation of GB/Z 41465-2022, Implementation guidelines for credit evaluation of public resource trading entities

公共资源交易是市场配置资源的产物,是在政府宏观调控下依据法律法规,对政府采购、招标投标、产权交易、拍卖等交易项目进行公共资源分配或处置。作为公共资源交易最重要的市场主体,投标人、供应商的信用状况直接影响着公共资源配置的公平性和效率。为了规范公共资源交易主体信用评价,并通过评价结果对交易主体实施信用风险管控,国家标准化管理委员会制定并发布了国家标准化指导性技术文件GB/Z 41465-2022《公共资源交易主体信用评价指南》,为公共资源交易主体的信用评价从内容与指标项、评价方法与等级、评价流程、报告撰写、评价信息管理到结果披露等提供了一整套标准化解决方案。本文对标准的研制背景、标准编制过程及思路、标准的主要条款进行了详细解读,以期促进公共资源交易领域信用体系建设。

Public resource transaction is the product of market resource allocation. It is the allocation or disposal of public resources for government procurement, bidding, property rights transaction, auction and other transaction projects under the government’s macro-control in accordance with laws and regulations. As the most important market entities of public resource transaction, bidders and suppliers’ credit status directly affects the fairness and effi ciency of public resource allocation. In order to standardize the credit evaluation of public resource trading entities and control the credit risk of trading entities through the evaluation results, Standardization Administration of China has formulated and released GB/Z 41465-2022, Guidelines for credit evaluation of public resource trading entities, which provides a complete set of standardization solutions that cover the content and indicators, evaluation methods and grades, evaluation processes, report writing, evaluation information management and result disclosure for the credit evaluation of public resource trading entities. This paper explains in detail the background, process and ideas of standard development, and the main clauses of the standard, with a view to promoting the construction of the credit system in the fi eld of public resource transaction.
