“一带一路”倡议下涉外国家安全法治人才的培养

On the Cultivation of Foreign⁃Related Rule⁃of⁃Law Talents for National Security under the Belt and Road Initiative

明确“一带一路”倡议下涉外国家安全法治人才的内涵,指出涉外国家安全法治人才培养,是维护海外国家安全利益的重要保障,是应对国际争端的智力支撑,是打击恐怖主义活动的重要举措,是贯彻习近平法治思想的应有之义;当前,我国涉外国家安全法治人才培养存在课程设置不合理,教学培养体系不完善;师资及科研力量薄弱,理论教学与实践脱节突出;人才培养缺乏国际视野等问题。通过强化顶层设计,做到完善课程设置和考评相结合;优化教材编写,做到理论教育和科研工作相结合;增强国际视野,做到地域办学特色和实践相结合等方面,实现建构和完善我国涉外国家安全法治人才培养模式。

To clarify the connotation of foreign⁃related rule⁃of⁃law talents for national security under the Belt and Road Initiative,and to point out that the cultivation of foreign⁃related rule⁃of⁃law talents for national security is an important guarantee for safeguarding national security and the nation􀆳s oversea interests,an intellectual support for dealing with international disputes,an important measure for combating terrorist activities,and the proper significance of implementing Xi Jinping Thought on the Rule of Law.At present,there are some problems in the cultivation of foreign⁃related rule⁃of⁃law talents for national security,such as unreasonable curriculum,imperfect teaching and cultivation system,teachers and scientific research strength is weak,the theoretical teaching and practice is out of line,lack of international vision in talent cultivation and so on.The curriculum provision and evaluation can be further integrated by strengthening the top⁃level design;theoretical teaching and scientific research work can be further integrated by optimizing the compilation of teaching materials;regional school⁃running characteristics and cultivation practice can be further integrated by broadening international outlooks.In these ways,construction and improvement of the cultivation of China􀆳s foreign⁃related rule⁃of law talents for national security can be realized.
