能源行业类高校培养涉外能源法治人才的路径选择

On the Path Choice of Training Foreign⁃related Rule⁃of⁃Law Talents of Energy Law in Universities of Energy Industry

卓越法治人才培养计划将法律人才国际化确立为主要战略目标。指明了我国法治人才培养改革的方向。涉外能源法治人才培养,是对卓越法治人才培养计划的贯彻与落实,是满足能源全球治理、“一带一路”能源国际合作和国家能源法治建设的需要。历经多年探索,西南石油大学利用学校能源学科优势,秉承“新文科”教学改革思路,以涉外法治人才培养计划的理念与任务为指引,明确涉外能源法治人才培养的知识、能力、德育与素质目标,坚持人才需求、交叉学科导向、细化涉外能源法治人才培养方案、整合多学科师资队伍、建立国内外联合培养机制、打造涉外能源法治特色教材、健全科研促教学机制等具体措施,形成极具特色的能源行业类高校涉外能源法治人才培养模式,实现了涉外能源法治人才的精准培养。

The Outstanding Legal Talents Cultivation Project establishes the internationalization of legal talents as the main strategic goal.It points out the direction of the rule⁃of⁃law talents cultivation reform in my country.Cultivation of foreign⁃related rule⁃of⁃law talents of energy law is the implementation of the Outstanding Legal Talents Cultivation Project and to meet the needs of global governance of energy,the“Belt and Road”energy international cooperation,and construction of national energy law.After years of exploration,Southwest Petroleum University has taken advantage of the school􀆳s energy disciplines,followed the“New Liberal Arts”teaching reform concepts,guided by the concepts and tasks of the foreign⁃related rule⁃of⁃law talents cultivation programs,and clarified the goals of knowledge,ability,moral education and quality required in the cultivation of foreign⁃related rule⁃of⁃law talents of energy law.The university adheres to the needs of talents,interdisciplinary orientation,refines the foreign⁃related rule⁃of⁃law talents of energy law cultivation program,integrates multi⁃disciplinary faculty,and establishes domestic and foreign cooperation mechanism,compiles textbooks with foreign⁃related rule⁃of⁃law characteristics and promotes sound scientific research,which have formed a distinctive model of cultivating foreign⁃related rule⁃of⁃law talents of energy law for the purpose of achieving accurate cultivation of foreign⁃related rule⁃of⁃law talents of energy law.
