摘要
以2个中国特色高水平专业群建设项目为案例,从项目组织结构、治理机制、利益相关者治理、治理绩效等方面进行对比分析,探讨高职院校单一学院建群和跨学院建群两种不同方式下专业群项目治理状况、存在差异及成因。研究发现,不同建群和治理方式各具优势与不足,为提升专业群治理能力与水平,需平衡和处理好专业集群发展的长期性与专业群建设项目短期性、专业集群发展的整体性与专业群建设项目任务局部性、专业群日常管理与专业群项目管理三对矛盾关系,同时,需在治理结构上坚持开放合作,治理主体上坚持多元参与,充分发挥利益相关者作用。
Taking two projects as examples,this paper makes a comparative analysis from the four aspects of project organizational structure,governance mechanism,stakeholder governance,governance performance.The purpose of the study is to explore the similarities,differences and the reasons for the differences in the governance of high-level specialty groups under the mode of single-college cluster and inter-college cluster.The study found that both of them have their own advantages and disadvantages.In order to improve the ability and level of professional group governance,it is necessary to handle three pairs of contradictions correctly,insist on open cooperation and multi-participation.
