住房公积金对住房保障体系推进作用探究

从住房保障体系以及住房公积金制度等角度概述我国住房保障体系与住房公积金制度现状;针对住房公积金贷款对保障性住房建设和个人住房消费支持等方面分析住房公积金制度对我国住房保障体系建设的推进作用;从住房公积金覆盖范围、业务创新、配套机制、平台支持及政策管控等视角浅谈住房公积金在住房保障方面存在的局限性;就灵活就业人员住房公积金缴存和使用约束机制,住房公积金业务的管理、应用系统建设、信息共享以及业务融通等方面提出相关建议。

From the perspective of housing security system and housing accumulation fund system, this paper summarizes the current situation of China’s housing security system and housing accumulation fund system;This paper analyzes the role of housing security system and housing accumulation fund system in promoting the construction of housing security system in China in terms of the support of housing provident fund loans to affordable housing construction and personal housing consumption;From the perspective of balanced coverage of housing provident fund, platform support and policy management and control required for supporting mechanism business innovation, the limitations of housing provident fund in housing security are discussed;Puts forward relevant suggestions on the payment and use restraint mechanism of housing provident fund for flexible employees, management of housing provident fund business, construction of application system, information sharing and business financing.
