“双减”政策下体育培训产业的发展瓶颈与突破路径——基于产业成长要素视角

The Development Bottleneck and Breakthrough Path of the Sports Training Industry under the Policy of“Double Reduction”——Based on the Perspective of Industrial Growth Factors

由于“双减”政策的强势出台,体育培训产业正在迎来行业的“春天”。基于产业成长理论,从学生家长需求、基础设施、人力资源、企业治理、市场监管等方面对当前体育培训产业发展现状及存在的问题进行详尽剖析,发现存在以下问题:体育场馆的“质”与“量”制约校外体育培训的扩张;人力资源供给专业性不足让校外体育培训服务难以达到优质水平;校外体育培训产业乱象影响体育培训产业发展口碑;校外体育培训机构内部治理机制不足制约产业发展;应试教育与素质教育的双重焦虑制约校外体育培训发展等。基于此,提出优化场馆运行机制,对场馆资源共享存量、做好增量;完善校外体育培训产业人才培养体系;加强市场监管,优化校外体育培训市场;引导完善校外体育培训产业内部治理体系;避免校外体育培训服务于应试教育,回归育人本源价值,以期为推动体育培训产业高质量发展提供参考。

Due to the strong introduction of the“double reduction”policy,the sports training industry is ushering in the“spring”of the industry.Based on industrial growth theory,the current situation and problems in the development of the sports training industry are analysed in detail in terms of student and parent demand,infrastructure,human resources,corporate governance,market regulation and other growth factors.The problems are:“quality”and“quantity”of sports venues restrict the expansion of out-ofschool sports training;the lack of professionalism in human resources supply plagues the quality of out-of-school sports training services;the chaos in the out-of-school sports training industry affects the reputation of the sports training industry;the lack of internal governance mechanisms of out-of-school sports training institutions restricts the development of the industry;and the double anxiety of exam-oriented education and quality education restricts the development of out-of-school sports training.Based on this,the breakthrough ideas of optimizing the operation mechanism of venues,sharing the stock and making good use of the incremental venue resources;improving the talent training system of the out-of-school sports training industry;strengthening market supervision and optimizing the out-of-school sports training market;guiding the improvement of the internal governance system of the out-of-school sports training industry;circumventing exam-oriented education in out-of-school sports training and returning to the original value of educating people are proposed to provide references for promoting the high-quality development of the sports training industry.
