Development of Green Manufacturing Service Industry and Its Integration with Manufacturing Industry

发展绿色制造服务业,推动其与制造业融合发展,是实现制造业绿色转型升级的重要引领支撑力量。当前我国绿色制造服务能力不足,产业支持体系不健全,小微制造企业获得服务难,通过产业融合推动绿色制造难度增大,对绿色制造服务业发展及与制造业融合支持政策不清晰。为推动绿色制造服务业发展及其与制造业融合,建议突出重点,加强对绿色制造服务业及与制造业融合发展的政策支持;探索绿色制造达标即入机制,建立绿色制造标识等级制度;创新绿色制造服务消费券和政府采购制度,探索支持发展新赛道;培育鼓励绿色低碳循环发展的社会文化氛围,审慎把握实施绿色制造工程的时机、节奏和力度。

Developing green manufacturing service industry and promoting its integrated development with manufacturing industry is an important leading and supporting force to realize green transformation and upgrading of manufacturing industry.At present,China faces several problems and obstacles in promoting the development of green manufacturing service industry and its integration with manufacturing industry,namely the insufficiency of the green manufacturing service capacity,the imperfection of the industrial support system,the hardship for small and micro-manufacturing enterprises to obtain services,the increasing difficulty in promoting green manufacturing through industrial integration,and the unclarity of the supporting policy for the development of green manufacturing service industry and integration with manufacturing industry.In order to promote the development of green manufacturing service industry and its integration with manufacturing industry,it is suggested to highlight the key points and strengthen policy support for the development of green manufacturing service industry and its integration with manufacturing industry;explore the mechanism of green man ufacturing entering when it reaches the standard and establish the green manufacturing identification grade system;innovate the consumption voucher and government procurement system for green manufacturing services,and explore the new tracks to support the development of green manufacturing services;cultivate a social and cultural atmosphere that encourages green and low-carbon circular development,and carefully seize the opportunity,pace and strength to implement green manufacturing projects.
