城乡融合视域下人口流动助推乡村振兴的作用机制研究——基于中国减贫经验与启示

A Research on the Mechanism of Internal Migration Promoting Rural Revitalization from the Perspective of Urban-rural Integration:Based on China’s Poverty Alleviation Experience and Inspiration

全面推进乡村振兴须坚持城乡融合发展,畅通城乡要素流动。其中,人口要素发挥着基础性、战略性和全局性的作用。因此,理清人口流动在脱贫攻坚中的作用机制,将为城乡融合视域下的乡村振兴提供经验借鉴和政策启示。鉴于此,基于2015—2018年832个国家级贫困县市的面板数据和空间计量模型,对人口流动的减贫效应和空间溢出效应进行宏观分析发现:人口流动对流入地的减贫效果更突出,邻近城市流动人口增加会促进本市辖区内贫困县脱贫,东、中、西部地区流动人口增加带来的空间溢出效应依次递减。文章最后讨论了上述研究潜在的理论价值和政策意蕴。

To advance rural revitalization across the board,we will continue to pursue integrated development of urban and rural areas,and facilitate the flows of production factors between them.Among them,demographic factors play the fundamental,strategic and overall roles in this respect.Hence,exploring the mechanism of poverty alleviation through internal migration will provide experience and policy inspiration for rural revitalization from the perspective of urban-rural integration.In view of this,based on the panel data of 832 state-level poverty-stricken counties in 2015-2018,this paper makes a macro-analysis of the poverty alleviation effect and spatial spillover effect of internal migration by using spatial econometric model.The results show that internal migration plays a more prominent role in helping the poor in the inflow areas.The increase of internal migration in surrounding cities promotes the city to get rid of poverty.The spatial spillover effect caused by the increase of internal migration in the eastern,central and western regions is decreasing in turn.Finally,the paper discusses the potential policy and theoretical implications of the results.
