成渝经济圈警务合作体系构建路径探究——基于我国既有区域警务合作模式的借鉴与现实考量

Construction of Police Cooperation System in Chengdu-Chongqing Economic Circle based on Existing Regional Policing Cooperation Model Reference and Realistic Consideration in China

推动成渝经济圈建设是新时代国家重大发展战略部署。成渝两地围绕这一战略开展的警务合作已经取得一定成效,但还存在合作意愿不够强烈、联动效应较疲弱、监督反馈跟进不足等问题。究其原因,主要有合作理念未与时俱进、法律规制阙如、合作体制仍有缺陷和激励机制不健全等。进一步推动构建成渝经济圈警务合作体系,需要从重塑“共建共治共享”合作理念、明晰合作原则、完善合作模式、优化合作机制、拓展合作内容等路径着力。

To promote the construction of Chengdu-Chongqing economic circle is a major national development strategy in the new era.The police cooperation between the two regions centering on this strategy has achieved some results,but there are still some problems,such as insufficient cooperation willingness,weak linkage effect and insufficient supervision feedback.The main reasons include backward cooperation concept,lack of legal regulations,defects of cooperation system and imperfect incentive mechanism.The cooperation concept of co-construction,co-governance and sharing should be reconstructed,the cooperation principles should be clarified,the cooperation model should be improved,the cooperation mechanism should be optimized and the cooperation content should be expanded in order to further promote the construction of police cooperation system in Chengdu-Chongqing economic circle.
