社区社会组织参与社会治理共同体建设:内在逻辑与实现路径

Community Social Organizations’ Participating in the Construction of Social Governance Community:Internal Logic and Realization path

社会治理共同体,需要构建政社合作治理。社区社会组织通过双向嵌入机制,促进国家治理和居民自治互动衔接。在对居民进行再组织化、促进社区居民有序参与社会治理共同体的同时,提升共同体的社会性、自治性、公共性和韧性。受参与机会、参与资源和参与能力等因素的影响,社区社会组织在共同体中的作用尚未充分发挥,制约了社会治理共同体的效能实现。为完善社区社会组织在共同体中的参与,需要运用政社两种资源的优势,赋权赋能社区社会组织,充实社区社会组织经费来源,健全民主治理,提升社区社会组织参与的广度和深度,促进合作,实现共治。

Social governance community needs collaboration between political and social forces.Community social organizations promote the interaction between national governance and residents’ autonomy through two-way embedding mechanism. While reorganizing residents and promoting the orderly participation of community residents in the social governance community, community social organizations improve the community’s sociality, autonomy, publicity and resilience. Affected by factors such as participation opportunities,participation resources and participation capacity,the role of community social organizations in the community has not been fully played,which restricts the realization of the effectiveness of social governance community. To improve the participation of community social organizations in the community,we need to use the advantages of political and social resources,empower and enable community social organizations,enrich the funding sources of community social organizations,improve democratic governance,enhance the breadth and depth of community social organizations’ participation, promote cooperation, and achieve common governance.
