摘要 针对目前城市轨道交通调度指挥体系职能分散、缺乏整体协调负责机制、信息化程度不高、决策过于依赖人工等问题,本文首先从应急指挥的业务流程出发,梳理了预警到响应、故障到恢复的基本流程,然后构建了城市轨道交通智能应急指挥系统的基本架构,确定了系统客流与行车的监控、故障预警、信息收集及发布、值班日志记录等基本功能,最后提出了调度指挥、信息报送、应急值守三项详细的功能设计。该应急指挥系统在安全保障的前提下,可以有效提高调度人员的应急处置效率。 Aiming at the problems of decentralized functions,lack of overall coordination and responsibility mechanism,low degree of informatization,and over-reliance on manual decision-making in the current urban rail transit dispatching and command system,this paper first sorts out the basic processes of early warning to response and fault to recovery from the business process of emergency command,and then constructs the basic architecture of intelligent emergency command system for urban rail transit,determines the basic functions of the system such as monitoring of passenger flow and traffic,fault warning,information collection and release,and duty log recording,and finally concludes with three detailed functional designs of dispatching command,information reporting and emergency watch.The emergency command system can effectively improve the emergency response efficiency of dispatchers under the premise of security.
