政策工具视角下我国中医药政策文本量化研究

Quantitative study of Chinese medicine policy texts in China from the perspective of policy instruments

选取2006-2021年国家层面颁布的37份政策文本,运用文本内容分析法,借助NVivo 12质性分析软件对我国中医药相关政策进行文本分析,并运用Rothwell和Zegveld政策工具考察我国现行中医药政策的重点和不足。研究发现,我国中医药发展较为稳定,但仍面临着政策工具使用不均衡、政策工具内部不协调、财政支持薄弱等问题。提出了加强需求型政策工具运用、合理配置供给型政策工具、调整环境型政策工具内部结构等建议。

This paper chose 37 policy texts issued at the national level from 2006 to 2021.Text content analysis method was used. NVivo12 qualitative analysis software was used to analyze the texts of Chinese medicine-related policies in China, and Rothwell and Zegveld policy tools were used to investigate the emphasis and shortage of current Chinese medicine policies. The study found that the development of Chinese medicine in China is relatively stable, but it still faces problems such as unbalanced use of policy tools, uncoordinated internal policy tools, and weak financial support. It is suggested that government should strengthen the use of demand-based policy tools, rationally allocate supply-based policy tools, and adjust the internal structure of environmental-based policy tools.
