精细化治理视角下城中村更新困境的应对策略

Countermeasures against the Dilemma of Urban Village Regeneration from the Perspective of Refined Governance

我国快速城镇化进程中存在着城乡二元的土地制度矛盾,催生出城中村的非正规发展。城中村及其中的违法建设活动,在空间、社会、经济等层面带来长期持续的城市问题,亟待开展有效的转型更新。基于精细化治理的视角,可以发现我国城中村更新中“冲突激烈、路径单一、实施困难”等困境的背后,存在着治理理念、规则和手段的粗放与低效。通过“尊重村民主体地位、消解现行制度损耗、创新多元共治机制”等方式,构建“上下结合”“因症施治”的精细化更新治理体系,有助于更好地实现我国城市存量空间的高质量发展。

In the process of rapid urbanization in China,there is a contradiction between urban and rural land institutions,which has led to the abnormal development of urban villages.Urban villages and their illegal construction activities have brought about long-term urban problems at the spatial,social,and economic levels,and it is urgent to carry out effective transformation and regeneration.Based on the perspective of refined governance,it can be found that behind the dilemmas of"violent conflicts,single path,difficult implementation"and other difficulties in the regeneration of urban villages,there exists the problems of extensiveness and inefficiency of ideas,rules and means in governmance.Through the path of"respecting the contribution of villages in the city,reducing the loss of the current institution,and stimulating the participation of multiple subjects",building a refined and updated governance system of"treatment based on illness"will help accelerate the realization of high-quality urban space development in China.
