农地确权、政策执行与农户产权安全感知——基于山东省农户调查

Farmland Right Confirmation,Policy Implementation and Farmers’ Perception of Property Rights Security:A Case Study on Shandong Province

研究目的:以产权安全理论为指导,探究农地确权及相应的政策执行对农户产权安全感知的影响效应,以期提高新一轮农地确权政策绩效。研究方法:理论分析法、问卷调研法和Logit模型。研究结果:新一轮农地确权政策实施后农户新证书持有状态对农户产权安全感知无显著影响;确权实施或执行过程中是否公示、确权满意度对农户产权安全感知有显著影响;农户对相关农地产权政策的认知对农户产权安全感知具有显著影响。研究结论:建议在农地治理中加强农地确权颁证的规范管理,扩大政策信息的宣传力度,提高农民的农地政策认知水平,进而提升农户的农地产权安全感知,达到激励农户的生产经营行为的政策目的。

The purpose of this paper is to analyze the impact of farmland right confirmation on farmers’ perceived property right security guided by the theory of property right security,to improve the policy performance of the new round of farmland right confirmation.The research methods include theoretical analysis,questionnaire survey and logit model.The results show that after the implementation of the new round of farmland right confirmation,the status of new farmland certificate holding have no obvious effect on the perception of farmland property rights security.Whether the publicity in the process of farmland right confirmation and the satisfaction of farmers towards farmland certificate have significant impacts on farmers’ perception of property security.Farmers’ cognition of relevant farmland right policy has a significant impact on farmers’ perception of property rights security.In conclusion,it is suggested to strengthen the standardized management of the confirmation and certification of farmland right,expand the publicity of policy information,improve farmers’ cognition level of farmland policies,to enhance farmers’ perception of the security of farmland right and to achieve the policy purpose of encouraging farmers’ production and operation behaviors.
