面向“双碳”目标的电力系统调节能力建设思考 被引量:2

摘要 为助力碳达峰、碳中和(以下简称“双碳”)目标的实现,我国能源转型步伐将进一步加快,新能源需持续规模化快速发展,电力系统负荷特性日益复杂,电力系统调节能力在支撑能源电力高质量发展的过程中将发挥重要作用。在梳理“十三五”以来我国新能源发展和系统调节能力建设情况的基础上,指出未来我国电力系统调节能力建设面临缺乏可遵循的基本原则、与新能源发展规模和系统需求尚未充分衔接及各类调节性资源成本疏导难度大等主要问题;分析了国外高比例新能源电力系统国家提升系统调节能力的建设情况及经验。立足我国国情和“双碳”目标下电力系统发展趋势,研究提出我国电力系统调节能力建设应遵循的基本原则,明确了源网荷储各侧调节能力建设的重点方向,分阶段提出了面向“双碳”目标的电力系统调节能力建设思路。 In order to achieve the goals of carbon emission peak and carbon neutrality,the pace of energy transformation will be accelerated in China.Renewable energy needs to maintain rapid development.The load characteristics of the power system are becoming increasingly complex.The power system′s regulation capacity will play an important role in supporting the high-quality development of energy and electricity.Based on summarizing the development of renewable energy and the construction of system regulation capacity since the 13th-Five Year Plan,this paper put forward that the construction of power system regulation capacity in the future will face some major problems,such as lack of basic principles to follow,insufficient connection with the scale of new energy development and system demand,and difficulty in channeling the cost of various regulatory resources.The development and experiences from foreign countries which improve the system regulation capacity in order to achieve power systems with high-proportion renewable energy are analyzed.Based on the conditions of our country and the development trend of power system under the goals of carbon emission peak and carbon neutrality,the basic principles that should be followed in the construction of power system regulation capacity are studied and put forward.The key direction of the construction of power system regulation capacity on each side of the source,network and load is clarified.The idea of regulation capacity construction facing the goals of carbon emission peak and carbon neutrality is put forward in stages.
