石化行业建设项目环评管理发展历程及趋势

Development Process and Trend of EIA Management of Construction Projects in Petrochemical Industry

石化行业是国民经济的基础产业和重要支柱,其产业发达程度是衡量国家工业化和现代化水平的重要标志之一。我国石化行业污染物和二氧化碳排放量位居各行业前列,长期以来其环境管理工作一直备受关注,其环境影响评价管理工作也随着制度的深入实施不断完善。通过梳理标志性事件,回顾了石化行业建设项目环境影响评价在环境风险、污染防治措施及减排等方面要求的完善过程。结合深入打好污染防治攻坚战及实现“双碳”目标的要求,提出未来石化行业建设项目环境影响评价完善污染物管控要求、促进减污降碳协同控制及在各项制度衔接等方面进一步促进行业绿色低碳发展的对策建议,以期从生态环境源头防控的角度推动行业转型升级。

Petrochemical industry is the basic industry and important pillar of the national economy.Its industrial development degree is one of the important symbols to measure national industrialization and modernization.The pollutant emission and carbon dioxide emission of China′s petrochemical industry rank in the forefront of all industries.Its environmental management has attracted much attention for a long time,and its environmental impact assessment management has been continuously improved with the in-depth implementation of the EIA system.This paper mainly combed the improvement process of environmental impact assessment requirements of construction projects in the petrochemical industry in combination with landmark events in terms of environmental risk,pollution prevention measures and emission reduction.Combined with in-depth pollution prevention and control and the "double carbon" goals,this paper puts forward countermeasures and suggestions for the environmental impact assessment of construction projects in the petrochemical industry in the future to further promote the green and low-carbon development of the industry,and promote the transformation and upgrading of the industry in terms of pollutant control requirements,collaborative control of pollution reduction and carbon reduction,link up various systems from the perspective of ecological environment source prevention and control.
