Analysis and Reflections on US Algorithmic Governance

在算法风险现实发生和算法治理进入全球化时代的背景下,美国构建了以政府、企业行业、研究院所/机构为参与主体的多元共治模式,采用基于风险的重点领域治理、公共和私营部门兼治、打造算法治理逻辑闭环的治理策略,形成了以算法影响评估、算法披露、算法问责为框架的治理制度。美国算法治理经验,可为我国在算法治理模式完善、治理策略选择和治理制度构建方面提供有益的思考。

In the context of real algorithmic risk and algorithmic governance entering the era of globalization,the United States has built a pluralistic co-governance model with the government, enterprises, industries, and research institutes/institutions as the main participants. The United States adopted a governance strategy of riskbased governance of key areas, simultaneous governance of the public and private sectors, created a closed loop of algorithmic governance logic, and formed a governance system with the framework of algorithm impact assessment, algorithm disclosure, and algorithm accountability. The experience of the United States algorithmic governance can provide beneficial references for China in the improvement of algorithmic governance mode,selection of governance strategy, and construction of governance system.
