残疾治理:我国残疾人事业发展的回顾与前瞻

Disability Governance:Review and Prospect of Development of the Cause of Disabled Persons in China

新中国成立后,我国残疾人事业发展经历了四个阶段,逐步形成了组织化道路、法治化轨道、体系化方向、社会化协同、国际化合作的重要特征,成为中国社会发展的亮点和名片。但残疾人事业发展不平衡不充分的问题仍然突出,残疾治理依然任重道远。我国残疾治理的未来之路,就是要以观念更新打破“成见”,以文化包容消除“歧视”,以制度构建保障“共享”,以技术支持实现“共融”,最终目标是建立残疾不再是显性身份的“非残社会”。

After the founding of new China, the development of the cause of disabled persons in China has gone through four stages, and gradually forms the important characteristics of organizational path, rule-based track, systematic direction, social coordination and international cooperation, and has become the highlight and name card of China’s social development. However, the unbalanced and inadequate development of cause of persons with disabilities is still a serious problem, and there is still a long way to go in disability governance. The future of disability governance in China is to break “stereotypes” through concept renewal, eliminate “discrimination” through cultural inclusion, ensure “sharing” through system construction, and achieve “inclusiveness” through technical support. The ultimate goal is to establish a “non-disability society” in which disability is no longer a dominant identity.
