Building the Governance Ability of Rural Primary-level Party Organizations:Implications,Difficulties and Directions

加强农村基层党组织治理能力建设是农村基层党建高质量发展的客观要求,是新时代全面推进乡村振兴的现实需要。当前农村基层党组织治理能力建设面临农村社会多元治理主体协同能力不高、农村文化治理和乡村规约治理成效不足、数字化治理能力匮乏等问题。破解这些问题需要在农村基层党组织的领导下,以农村基层治理现代化为目标,遵循“自治、法治、德治”的城乡治理内生要求,结合数字乡村建设背景下的现实需要,以创新引领为重要抓手,构筑“党建引领+‘三治’融合+数字治理+创新治理”为内核的农村基层党组织治理能力建设之路。基于此,以“协同治理力、规约治理力、文化治理力”强化“三治”融合,以数字治理力和创新治理力推进农村社会治理共同体建设,注重从农村基层党组织的初心使命和主体培育、制度机制和文化引领、数字乡村和特色推介、借智引智和学习培训等方面加强,进而从理念、能力、平台、环境和机制等层面有效促进基层党组织治理能力全面提升。

Strengthening the governance ability of rural primary-level Party organizations is an objective requirement for the high-quality development of rural primary-level Party building,and a practical demand to comprehensively promote rural revitalization in the new era.At present,the construction of the governance ability of rural primary-level Party organizations is faced with such related problems as the low synergy of rural social multiple governance entities,the insufficient effectiveness of rural cultural governance and rural regulation governance,and the lack of digital governance capability.To solve these problems,under the leadership of rural primary-level Party organizations,we need to take the modernization of rural primary-level governance as the goal,follow the endogenous requirements of urban and rural governance of“autonomy,rule of law,and rule of virtue”,combine the practical demands under the background of digital rural construction,take innovation as an important breakthrough point,and build a road for building the governance ability of rural primary-level Party organizations with the core of“Party building leadership+’three governance’integration+digital governance+innovative governance”.Based on this,we should strengthen the integration of“three governance”with“collaborative governance,regulatory governance,and cultural governance”,promote the construction of rural social governance community with digital governance and innovative governance,and focus on strengthening the original mission and main body cultivation of rural primary-level Party organizations,institutional mechanisms and cultural guidance,digital village and feature promotion,talent introduction,learning and training,and so on,and then effectively enhance the governance ability of primary-level Party organizations from the perspectives of concept,ability,platform,environment and mechanism.
