突发事故应急救援队伍参与信息共享平台构建行为策略的演化仿真 被引量:2

摘要 针对突发事故发生时现场信息不详对应急救援工作产生阻碍的问题,首次提出构建突发事故应急救援队伍参与信息共享平台,并对各应急救援队伍行为策略建立演化博弈模型,通过关键参数的MATLAB仿真模拟,解释关键参数对应急救援队伍参与信息共享平台构建最终行为策略的影响。结果表明:当复制动态方程的特殊解均大于1时,应急救援队伍最终的演化稳定策略为参与信息共享平台构建;企业队伍的行为策略对参数的改变表现得不敏感,志愿者队伍和政府队伍的行为策略对参数的改变表现得较为敏感;加大参与信息共享平台构建时的各项补贴、社会各界捐款、社会效益、奖金额度或者降低各项成本均是促进应急救援队伍参与信息共享平台构建的有效途径。 To solve the problem that the rescue work is hindered by the lack of on-site information when an emergency occurs, this paper first time proposes an information sharing platform with emergency rescue team participated in and then establishes an evolutionary game model of each emergency rescue team.The influence of key parameters on the final behavioral strategy is explained by MATLAB simulation.The results show that when the special solutions of the replication dynamic equation are all greater than 1,the final evolution stability strategy is participating the information sharing platform construction.The behavioral strategy of the enterprise team is insensitive to the change of parameters, while the behavioral strategy of the volunteers and government team is sensitive to the change of parameters.The measures, such as increasing various kinds of subsidies, social contributions, rewards or reducing costs in the process of platform construction, are effective ways to promote the participation of emergency rescue teams in the construction of the information sharing platform.
