在新冠肺炎疫情防控的斗争实践中,党和政府始终坚持“人民至上”,彰显了中国特色社会主义制度的人民性本质内涵。坚持党的领导是疫情防控的运行保证,彰显了中国特色社会主义制度所具有的人民性与党性辩证统一的特点,回答了中国共产党“是谁”的问题。坚持“人民至上”是疫情防控的价值旨归,展现了中国特色社会主义制度所具有的人民性与公平性辩证统一的特点,回答了中国共产党“为谁”的问题。人民主体地位是疫情防控的实现根基,体现了中国特色社会主义制度的价值旨归与实践动力的辩证统一关系,回答了中国共产党“靠谁”的问题。以疫情防控如何运转、为何坚持、如何实现三个问题为切入点,研究中国特色社会主义制度的人民性,揭示了中国特色社会主义制度的“人民逻辑”,有助于深刻认识中国特色社会主义制度的优越性。

In the practice of the struggle to prevent and control the COVID-19,the Communist Party of China(CPC)and the government have always adhered to the principle of“people first”,highlighting the essence of the people nature of the socialist system with Chinese characteristics.Adhering to the leadership of the CPC is the operational guarantee for epidemic prevention and control.It highlights the dialectical unity of people’s nature and the Party’s spirit of the socialist system with Chinese characteristics and answers the question of“who is the CPC”.Adhering to principle of“people first”is the value aim of epidemic prevention and control.It shows the dialectical unity of people and fairness of the socialist system with Chinese characteristics and answers the question of“whom the CPC to serve”.The dominant position of the people is the foundation for epidemic prevention and control.It reflects the dialectical and unified relationship between the value purpose of the socialist system with Chinese characteristics and the practical driving force,and answers the question of“who to rely on”of the CPC.Starting from the three issues of how to operate,why to adhere to,and how to realize the prevention and control of COVID-19,this paper studies the people’s nature of the socialist system with Chinese characteristics,reveals the“people’s logic”of the socialist system with Chinese characteristics,and helps to deeply understand the superiority of the socialist system with Chinese characteristics.
