新发展阶段中国“双循环”经济发展路径论析

Research on the Development Path of China’s “Dual Circulation” Economy in the New Development Stage

“双循环”是以国内循环为主体,兼顾国际循环,促进内外两个循环协调发展。受新冠肺炎疫情影响以及百年未有之大变局加速演进背景下,以习近平同志为核心的党中央提出构建“双循环”新发展格局已经两年有余。两年的经济实践证明“双循环”是应对当前严峻全球经济形势以及适应国际竞争的必然选择,是调整中国中长期经济发展战略的破题之策,更是新发展阶段实现经济发展新的路径选择。未来中国宏观政策要坚持以满足中国国内百姓对美好生活的需求,持续刺激内需,引导中国经济持续高质量发展,同时不断改善营商环境,赓续扩大开放程度,积极参与全球经济生产链重构。国内、国际双循环,两者相互促进、互为补充,是一个统一的有机整体,为实现中国式现代化发挥重要的牵引作用。

The“dual circulation”promotes the coordinated development of the internal and external circulations,including the domestic circulation as the main one and the international circulation.It has been more than two years since the CPC Central Committee with Xi Jinping as its core proposes to build a new development pattern of“dual circulation”to cope with the impact of the COVID-19 pandemic and rapid evolution of great change in a century.Two years of economic practice has proved that the“dual circulation”is an inevitable choice to cope with the current severe global economic situation and adapt to international competition,a breakthrough strategy to adjust China’s strategy for Mid-to-Long-Term Economic Development,and a new path to achieve economic development in the new development stage.In the future,China’s macro policies will continue to meet the needs of the Chinese people for a better life,stimulate domestic demand,and guide the sustained and high-quality development of the Chinese economy.At the same time,we should constantly improve the business environment,ceaselessly expand the degree of openness,and actively participate in the reconstruction of the global economic production chain.The domestic and international circulations,which promote and complement each other,form a unified organic whole and play an important leading role in the realization of Chinese-style modernization.
